Educational expenditure in lower secondary as % of total educational expenditure is the percentage of public education expenditure for lower secondary education. Public expenditure (current and capital) includes government spending on educational institutions (both public and private) and education administration as well as subsidies for private entities (students/households and other privates entities). In some instances data on public expenditure on education refers only to the ministry of education, excluding other ministries that spend a part of their budget on educational activities at a given level of education.
